Get Started: Download zip or Use Git buttons missing

The buttons/links to use either of these are not showing up. 

So it looks like those "Get Started" Buttons below the license are no more and you have to create a GitHub account to  create a template? I had a GitLab account but that won't even let me access the Jumpstart code anymore. Was there a notice about this? I don't think I saw anything.
