Cookie Consent?

Not sure if a cookie consent dialog is needed for sites outside of the EU?

Looks pretty simple and I don't think that it's required outside the EU, but it seems like a good feature to have included that can be easily enabled. 

Has anyone used this gem before?

I've used it in a personal project.

was looking to add this.  Were you able to get this gem to work with webpacker?

 Yeah, I was looking to add this too, but it seems to use the asset pipeline :/

Maybe this is a better alternative for use with webpacker since it can be added via yarn/npm.
