CSS Not Loading Consistently

Hi guys,

When I boot up my Jumpstart App, it almost never loads the CSS on the home page.

Here's what it's supposed to look like:

But here's what it usually looks like:

Curiously, when I navigate to the Admin area is almost always loads perfectly. Sometimes when I click back to the homepage, it will load properly -- but most of the time it does not.

Has anyone else experienced this? I'm a fairly new Rails dev and can't get to the bottom of it. Btw I'm running WSL2 on Windows 10.
