HELP!! Cannot get vue-loader working...

I'm trying get Vue installed and I'm about to go crazy trying to figure out this issue with vue-loader :

I would greatly appreciate any help. I'm new to the JavaScript world and this is not making me want to stay around....

Webpacker 6 has been changing some things. Did you follow this in the readme: https://github.com/rails/webpacker#other-frameworks
