[Webpacker] assets:precompile takes forever to compile in production

Some info about my production info
1. AWS Graviton (ARM based CPU)
2. T4G.micro with 1 GB RAM and 2vCPU

Issue
webpacker:compile stage takes upwards to 8 minutes to compile, and at times fails. 

I haven't added any JS or anything much other than what Jumpstarts comes with. Has anyone faced a similar issue?

Chris Oliver  wondering if I can merge (in my copy) administrate.js and application.js into 1 to save some precompile time - would that be okay? Do you anticipate any security concerns or otherwise?

BTW, I am willing to add more power to the machine - however, just wanted to figure out how it can be a bit faster - heroku deployments also take around 3-4 mins
