Why not have the first user default as admin?

Shouldn't the first user default as an admin user?  It's an easy fix on your local dev deploy but why not make it easy.  Doesn't make themselves the first user and an admin?

Added this code and made a pull request. It incurs a database call for every user created so I'm not sure it's worth it. I don't know of a way to do this without hitting the database.
